Eng's math is correct, so the real issue is we expect the green number to account for temporary buffs (like programs), not both temporary and permanent increases from level. Perhaps add some faint circular lines at 1-2 Range increments around the player? Then there'd be an accurate visual measurement that's useful to players trying to compare different jump drive ranges.

Research Materials can be found on planets, bought from NPCs at the Burrow, and grown on the Outrider. You're right that it's hard to start on other ships, but it suddenly gets easier once you have the Research Material upgrade for the scanner. Another benefit of scannable scrap could be seeing the actual item floating in space before looting. Currently, you have to pick up everything to see if it's worth keeping, and that often means repeatedly dropping a scrap to pick up a scrap when your inventory is full.
