A reporting system would be useless, especially so if you play the game without Steam. This is because the game doesn't record the usernames each person has had; if someone gets reported, they can just change their name and play on a new slate. Tracking Steam IDs could be helpful, but then again not...

Droppings items is already implemented. Pressing discard should do the trick, though I'd recommend doing it on your ship.
