No, the issue is that is completely overpowered for AOG. Even if the price hikes for other factions got disabled, it is massively hard to get AOG rep as non-AOG and the AOG faction still has a really bad advantage over all others. So while your suggestion would be definitely better than what we have...

Why should robots and Sylvassi suffer debuffs from no oxygen? That environment is basically the same to a Slyvassi as the normal ship it. Same suit. Why should humans regenerate less stamina when there is no oxygen outside their exosuit? Acidic reducing armor, that I can see. But not for enemies on ...

People already nearly never skill oxygen survival. Don't know if even more environmental talents would be embraced, as they are highly situational. I don't understand why robots should be immune to planet acid but not to ship acid. I think "it is to give this talent a reason to exist" is not a good ...
