The scientist's panels describe the current cyberattack/defense ratings, but I am unclear on how these values actually affect incoming/outgoing viruses. Does anyone know how the game handles the calculation on whether a virus lands or not?

I am reporting this for someone that I watched on twitch, but I have seen it in game myself. I am unsure of what causes it, but sometimes opening the map causes this strange sound that shouldn't be there.
