Reactor's Emergency Cooldown stat does nothing

Reactor's Emergency Cooldown stat does nothing

The reactor's Emergency Cooldown stat doesn't affect the amount of time the reactor shuts down after overheating with core safety enabled. Every reactor always shuts down for 10 seconds, regardless of the reactor type and time in the tooltip. Reactor level is irrelevant since Emergency Cooldown doesn't scale with item level.

Alternatively, if it was intended to change the core ejection timer after overheating without core safety, that time is also unaffected and always 30 seconds.

Reproduction steps:
  1. Equip a reactor with a low Emergency Cooldown. The Fluffy Biscuit Jumbo Reactor has only 2 seconds!
  2. Overheat the reactor with core safety enabled and time the shutdown period.
  3. Note that the shutdown time was actually 10 seconds instead of the time listed in the tooltip.
  4. Equip a reactor with a high Emergency Cooldown. The Null Point and ThermoCore reactors both have 20 seconds.
  5. Overheat the reactor with core safety enabled and time the shutdown period.
  6. Note that the shutdown time was also 10 seconds instead of the time listed in the tooltip.
