While you can view and change the controls for them, you don't seem able to select hotas as a control system. I have also been unable to have the axis to preview or buttons to be assigned to mouse/keyboard.
Joystick/hotas controls appear to somewhat function if you tell steam its a controller, but then it assumes its similar to a xbox controller, which doesn't allow for throttle to work correctly (you can force it to act as two buttons, but that is clunky at best)

Make sure that your HOTAS is correctly connected to the USB port or other appropriate ports on your computer. If you use adapters or connectors,
slither io make sure they work properly.

I am having the same problem as you while selecting and configuring the HOTAS (Hands-On Throttle and Stick) controls in the
io games. That makes me frustrated.
